Position Summary: Support the Senior Director of Advocacy and Government Relations in developing and managing the Association’s advocacy work in the State Legislature.
Essential Job Duties and Responsibilities:
General:
- Stay well-informed of current market trends, policy issues, and other developments affecting hospitals, health systems and health care and proactively identify recommendations based on opportunities and threats
- Deepen expertise in assigned focus areas, including working with members, other Colorado and national stakeholders, policymakers, and additional outside resources to create an informed perspective
- Ensure effective project management of a large number of state legislative topics, including issue tracking, risk management, communication management, and evaluation
Policy Development & Advocacy:
- Draft briefing memoranda, discussion guides, talking points, fact sheets, testimony, progress reports, white papers, crosswalks, and other strategic communications consistent with the Association’s policy positions
- Support the Senior Director of Advocacy and Government Relations in facilitating member input and participation in state legislative issues, and represent members’ views in public forums
- Track bills and amendments as they are introduced throughout the legislative session, analyze their potential impact on member hospital
- Represent hospitals’ views through testimony—both written and verbal.
- Assist the Senior Director including but not limited to managing legislative initiatives and defensive advocacy, coordinating member visits, and collaborating with other health care, academic and business organizations
- Coordinate special projects and work with internal and external teams to develop action plans for emerging policy issues at the state level and in the legislative arena
- Represent CHA and our membership at legislative hearings, public meetings, in non-CHA membership associations, and other community forums
- Conduct in-depth policy analysis and research and assist in the development of internal and external communications regarding policy developments and CHA positions
- Provide administrative support, including scheduling, meeting preparation, note-taking, and coordinating logistics for events, member meetings, and other Association activities
Knowledge, Skills and Experience required (unless otherwise noted):
- Bachelor’s degree in social sciences, economics, public policy or political science, health care, business administration or related field
- Minimum of three to five experience in policy research, program implementation, and stakeholder engagement with three years’ regulatory experience in health care or related areas of public policy (preferably in Colorado or with Colorado stakeholders)
- Experience with public policy research, data analysis and interpretation, and both objective and persuasive communications
- Successful management of projects or programs with fixed deliverables
- Demonstrated creativity and out-of-the-box thinking on policy issues
- Knowledge of the unique issues facing hospitals and the broader spectrum of health care delivery and payment systems (preferred)
- Knowledge of various health care payment systems and health care financing (preferred)

Position Summary:
The Executive Support Manager reports to the Senior Vice President of Communications and is a key member of the Office of the President & CEO. This position provides high-level executive and administrative support to ensure the Office operates efficiently, professionally, and with strong follow-through across internal priorities and external relationships. As an extension of executive leadership, the Executive Support manager exercises exceptional judgment, discretion, and organizational skills to manage competing demands in a fast-paced environment while representing CHA with urgency and professionalism to internal stakeholders, vendors, legislators, members and community partners.
This position offers meaningful exposure to health care policy and administration through close work with hospital CEOs, board members, and senior stakeholders, supporting strategic initiatives and gaining insight into association and hospital leadership.
The role requires in-office presence at least four (4) days per week to support executive needs, relationship management, and responsiveness to real-time priorities.
Essential Job Duties and Responsibilities:
- Maintain complex, high-volume executive appointments and scheduling using Outlook and Microsoft Teams including onsite/offsite meetings, speaking engagements, and other appointments. Proactively anticipates needs and conflicts, builds in preparation/travel time, and confirms logistics in advance to support smooth execution. Assists with managing the SVP and President’s daily schedule and ensuring prioritized decision making, advance preparation, and timely arrival at appointments.
- Prepare all administrative and logistical details of executive level committee meetings including Board of Trustees, CHA Executive Committee, CHA Executive Compensation Committee, Budget Committee, Nominating Committee, and Executive Leadership Team Meetings. Applies a systems-based approach to executive support by creating repeatable meeting workflows, templates, and checklists to ensure consistently high-quality meeting execution. Administrative duties may include, but are not limited to, scheduling meetings, arranging meeting spaces, room set up and clean up, preparing agendas, conference/video call set up and dial in, a/v needs, travel arrangements, catering, preparing presentations and handouts, and ensuring smooth facilitation of these meetings.
- Timely preparation of meeting minutes in draft and final formats. Participation in committee meetings requires the ability to take handwritten or electronic notes to document discussions and transcribe. Writing style is formal and professional and strives to be flawless. Demonstrates high emotional intelligence, discretion, and sound judgment when documenting sensitive topics and executive discussions.
- Coordinate travel arrangements, including flight, hotel and car rental with strong attention to pacing, time zones, meeting readiness, and contingency planning.
- Maintain professional and positive relationships as an extension of both the SVP and the President with the American Hospital Association (AHA), committees, counsels, and boards and members. Many of the members this position works with are the senior leaders in their hospital or health system. Represents CHA executive leadership with professionalism, tact, responsiveness, and relationship-centered communication.
- Monitor and track key staff transitions within the hospitals, ensuring accurate member contact information in the membership database, and coordinate the yearly update of the member desk directory and quarterly on-line directory. Proactively identifies information gaps and follows up with members/stakeholders to ensure records remain current.
- Assist with member-related research projects such as preparing member profiles for President in advance of on-site visits. Anticipates the President’s needs by preparing concise, decision-ready briefing materials and key context.
- Create and maintain filing systems (electronic) to ensure ease in retrieving material and preservation. Maintains strong organizational systems and document standards to enable quick retrieval and continuity of executive support.
- Draft member mailings, correspondence, agendas, memoranda, and other documentation as needed. Review correspondence and materials to ensure consistency and adherence to organizational style standards.
- Complete, track and or submit: expenses, expense reports, purchase orders, and check requests.
- Provide consistent, high-level support for daily and periodic departmental operations. Operates with strong prioritization skills in a fast-paced environment, balancing multiple competing requests with discretion and urgency.
- Serve as secondary contact to support the organization’s membership database, including updating contact information, ensuring data integrity and reporting.

Knowledge, Skills and Experience required (unless otherwise noted):
- Bachelor’s Degree or equivalent relevant experience; certifications preferred

- Intermediate to advanced proficiency of all Microsoft Office Suite products, i.e. Teams, Outlook, Word, Excel and PowerPoint required

Position Summary: The Sr. Financial Analyst plays a critical role in supporting CHA, and hospital systems overall, by delivering strategic financial analysis that informs policy, advocacy, and decision-making. This position leads complex modeling and reporting on hospital financing trends and translates data into clear insights for CHA leadership, members, and partners. The role serves as a trusted resource on hospital reimbursement, Medicaid financing, and the financial impact of regulatory change.
Essential Job Duties and Responsibilities:
- Create, lead, and prepare analyses and reporting of the Colorado hospital industry financial and economic conditions
- Maintain analytic models to understand fee, payment, and expenditure trends in Colorado Healthcare Affordability and Sustainability Enterprise (CHASE) a $5+ billion program.
- Work directly with CHA hospital members and the department of Health Care Policy and Financing on variance analysis and to identify and resolve reporting irregularities or errors within the Medicaid financing and the CHASE program.
- Use business analytic tools (Excel. Power BI, Alteryx) to connect data sets, transform and clean data into visualizations for CHA staff and Colorado hospitals.
- Provide financial analysis and support for legislative, regulatory, or other proposed changes impacting hospital finances
- Understand State and Federal statutes and regulations related to hospital finances including Medicare and Medicaid programs.
- Prepare CHA mitigation calculation and communicate contribution and payment changes to CHA hospital members.
- Understand and evaluate analyses prepared and provided to CHA by outside parties to determine their usefulness to CHA and CHA members.
- Create analyses based on available data sources, including the, CHA discharge data, DATABANK, Medicare Cost reports, HANYS, or other available data.
- Assist Vice President of Finance in coordinating CHA communications, education and presentations based on analysis of State and Federal rules and regulatory changes.
- Ability to create and present educational presentations for internal staff, State employees and CHA’s membership.
- Work with CHA data team and the association advocacy team to provide hospital finance expertise and related financial analysis in response to ad hoc requests.
