Save Our Safety Net Coalition
How Hospitals and Health Care Partners Are Helping
To support Senate Bill 25-290, CHA and its member hospitals and health systems pledged to contribute and fundraise $40 million for the first two years of the Provider Stabilization Fund. As of March 5, 2026, the coalition has raised $23.9 million in contributions from 23 donors – nearly 60% of a total commitment to be raised by July 1, 2027. These funds will be added to $90 million of state funds allocated through SB 25-290.
Awards to eligible safety net providers are now being distributed by the Department of Health Care Policy and Financing, with $38.8 million in funds going to 56 grantees across the state.
2025 Legislation:
In 2025, the Colorado General Assembly passed SB 25-290 that:
- Preserves access to essential safety net health care for Coloradans with immediate support for a broad cross-section of safety net health care providers
- Creates short-term mitigation for infrastructure losses while long-term solutions can be developed
- Establishes a new Provider Stabilization Fund to provide payments to providers based on the volume of care provided to low-income uninsured Coloradans
What You Need to Know:
In 2023 and 2024, nearly 575,000 Coloradans lost access to health care through Medicaid, following the unwind of the COVID public health emergency. This has a significant impact on hospitals and other health care providers, as more patients are uninsured and unable to pay for care that is provided.
